the Grodno Northern constituency #53 refused to register the initiative group on
petition of the businessman Valery Levonevsky. The reason of the refusal is the absence
of the number of the certificate of the businessman Valery Levonevsky in the
application. The initiator of the refusal to register is a Evgeny Zhabrun, an

The central Elective commission of the Republic of Belarus on the election and realisation of
referendums cancelled the Decision of the district elective commission of
Grodno Zanemansky constituency #51 as regards Vasiliev (see.The complaint http://izbiratel.narod.ru/galoba1e.html
) and obliged the District Commission to register the initiative group on
petition to promote Alexander Alexandrovich Vasiliev as the candidate in the
deputies of the Chamber of the representatives on the Grodno Zanemansky
constituency #51. 17.08.2000 the initiative group of Vasiliev was given all
necessary documents to work. A. Vasiliev submitted the application in the
public prosecutor’s office to institute proceedings against Khlyabich, the
Chairman of the district commission (article 168 of CC of RB
"Negligence") and put the question about the re-election of the
chairman of this district commission. 16.08.2000 in Minsk Igor Namochenko
(tel. 246-88-19), a leader of the businessman’s movement, a future candidate
in the deputies of the National Assembly was judged. The prosecutions of Igor Namochenko
began just after he had submitted the documents to the district elective

. The court brought a verdict of guilty
against Igor on article 166 of CAR of RB (Disobedience to the lawful order or
requirement of a worker of militia, national volunteer, a military man or
other person at execution of duties by them or public debt to protect the
public order) and on article 156 of CAR of RB (small hooliganism) and have
sentenced to the penalty. The "witnesses" for the of
law-enforcement bodies were four local inspectors though the events happened

rights of the citizens. It is the impunity … And they are the young men, they

court which is indifferent to people fawning upon the militia. So the
extortion of bribes prospers in the markets. Nothing can be proved. Five
young "«witnesses" - militiamen are capable to “fabricate" any
business. And a man who defended a woman will be accused in the hooliganism
and other offences. The court recognises only testimonies of the witnesses -
militiamen. The Belorussian Trade union of the
Businessmen discusses a question about the beginning of the actions of the
protest. They will be devoted to young dregs in the form of the militia and
they will be directed on the discontinuance of the extortion of bribes in the
ware markets by the employees of the militia. The decision will be accepted
after the answer from the public prosecutor’s office. 17.08.2000
Khlyabich, the chairman of the district elective commission of Grodno - Zanemansky constituency #51
on behalf of the district commission passed the oral informal warning to
Valery Levonevsky, the editor-in chief of the bulletin " The
Businessman" for the appeal to the businessmen published in next number
of the bulletin to take active part in the election. The editors of the
bulletin think that this is an attempt of the official of the district elective
commission to prevent the realisation of election in the Republic of Belarus. 18.08.2000
