the Grodno municipal executive committee. THE APPLICATION
4.09.2000 at 9.30 the commander of the
military unit 5522 which is situated at Grodno, Krasnoarmeyskaya street 11
(commander Vitaly Iosifovich Kozlovsky, tel. 44-94-29, vice-political
instructor Gennady Nikolaevich Yaroshevich, tel. 44-60-19) refused for the
fourth time to the initiative group of Marina Levonevskaya (constituency #52,
Grodno) to visit this military unit for petition to support the candidate in
the deputies. He refused not paying attention to the preliminary arrangement
with V. I. Koslovsky. This unit concerns to the system of MIA. Three times
the initiative group was refused to visit this military part because the
personnel is very busy. After the intervention of the Central elective
commission of the Republic of Belarus on the election and realisation of
referendums the time and day to visit this unit was co-ordinated with the
commander of the unit: 4.09.2000 at 9.00, (Monday: in the military unit is a
day off). The initiative group arrived in the unit at 8.40 4.09.2000.
Approximately, in one hour the vice-commander of the unit informed that the
initiative group was forbidden to come into the unit as all 300 employees had
already subscribed to support another man – Avramchik, the vice-chief of DIA
of the lieutenant colonel of the militia. The members of the initiative group
explained that one citizen could support several candidates in the deputies.
On what the answer was got: «We have an order – not to let you come in!» In the actions of the employees of the
militia not only the breaches of the Elective Code, but also the rights of
the citizens are looked through. Besides the separate future candidates in
the deputies use a service status in the personal purposes. These illegal actions of the employees
of the militia are encouraged with the device of MIA of RB. The
representative of the press - service of MIA in this Ministry explained that
the decision has been accepted to support only candidates in the deputies
from MIA. On the basis of above-stated, I ask: 1)
to check up the legality and validity of the refusal at the
meeting with the personal staff of this military unit to initiative group on
promotion Marina Levonevskaya, a candidate in the deputies. 2)
to make the officials of MIA answer for the above-stated
