The Grodno officials boycott the election. One more trouble added to the complete
absence of the Elective Code on free sale and to the arbitrariness of
district elective commissions. The representatives "of vertical"
refuse to carry out their direct duties mentioned in the Elective Code of the
Republic of Belarusthe main problem is the following: the signatures to
support a future candidate in the deputies of the Chamber of the
Representatives should be assured in the local organs of government. And the local
organs of government refuse to do it. And without their seal the signatures
are not valid. So, for example, the initiative group on petition 30.08.2000
in the third time appealed to the Administration of Leninsky District of
Grodno with the request to assure the signatures on subscription sheets. The
initiative group was refused in the next time by Pshenichnaya, a
vice-chairman. They were sent in the municipal executive committee. In the
municipal executive committee Zhabrun, a vice-chairman of the municipal
executive committee and a member of the District elective commission #53,
sent the initiative group on petition to support Valery Levonevsky in … the
administration of Leninsky District of Grodno. The circle has become
isolated. 4 hours of precious time are lost. The signatures are not
certified. If take into account that in Grodno the information about the days
of reception and assurance of these signatures is completely absent, then it
becomes clear: "the vertical" boycott the election. The military also joined to the boycott
of the election. 5 times the initiative group on petition appealed to V. V. Zhurov, a colonel (Grodno, Lidskaya
29, the regiment of communication, military unit 41780, tel. (0152) 79-34-00).
This colonel transformed a military unit into a prison for 300 military men,
having deprived of the right to put forward the candidate into the deputies. Zhurov asserts that barracks where the soldiers sleep and
their club are a very confidential object and it is necessary to have a
number of the special written sanctions for visiting barracks. This statement
is a complete delirium, and the author of these lines made certain of it
personally 30.08.2000. At the territory of this unit near the barracks there
is a small pond. All who want from Grodno passing through huge holes in
fences fish there. To tell the truth, three men “were detained” this day
approximately at 15.30, whether for an illegal fishing or for "the
penetration" to "the super-confidential" object. On the offer of the initiative group to
gather the soldier outside the military unit the categorical refusal was got.
«And suddenly you put «beetles»?» - Zhurov explained. There can be several reasons to boycott
the election and to create the obstacles in the work of the initiative group
by colonel Zhurov: -

Zhurov carries out someone's order. -
Zhurov tries to hide the facts of a bad bringing up of the
military men of the first year of the active service. The note: as one young
soldier explained me they (the soldiers) eat them normally only when the
commander in the dining-room. The soldiers do not know norms of the feed
which are established for them. Zhurov might have
different thoughts but three hundred boys, military men from this unit, are
deprived of the right of the free promotion of a candidate in the deputies. Sergei Anatolievich
Anitschik, a vice-chairman of the Grodno municipal executive committee (tel.
47-01-02), is, in some kind, a vice-political instructor and he supervises
the election in Grodno. Actually, he supervises the activity of the district
commissions in the city. He completely ignores the requirements of article 62
of the Constitution of the Republic of Belarus. 30.08.2000 the initiative
group of Marina Levonevskaya was forbidden to use the legal help and its
representative, a member of the Belorussian Helsinki Committee was sent out
of the room of this official. On the actions of A. A. Anitschik the
appropriate complaint is sent. 31.08.2000 and the initiative group of
Valery Levonevsky on petition to support the promotion of the candidate in
the deputies of the Chamber of the Representatives was arrested and they
appeared in the militia division. The detention of Victor Podchinenkov, Oleg
Podgaetsky and Irina Chigir was made by the employees DIA of Leninsky
District of Grodno at the request of Fedor Nikolaevich Leonov, a pro-rector
of the Grodno State Agricultural Institute (GSACI) (ph. 47-20-35). The basis
of arrest is the petition to support a candidate in the deputies in the
hostel of GSACI. F. N. Leonov categorically forbids the initiative group of
Valery Levonevsky on petition to enter the hostels for the petition. The
initiative group was released from the militia late in the evening, after the
inestigation. One more day of precious time on petition is lost. It is only
one episode of the counteraction with which the initiative group daily
collides from the part of the authorities and those structures who are
controlled by them. The actions F. Leonov contain the
attributes of the criminal-punishable crime (excess of authority, excess of
service powers). The appropriate application to institute proceedings against
